iTunes Terms-of-Service Bug Briefly Stops Downloads

An overnight error with iTunes prevented many users from downloading content via the service, according to complaints. The overriding issue was an inability to buy or update apps via the App Store; a message would pop up, asking people to accept new terms and conditions for iTunes before the download could continue. Even after accepting, though, the download would again be interrupted by the terms-and-conditions message, ad infinitum.

Several different Apple platforms suffered from varieties of the ToC glitch however, extending beyond the App Store to the iTunes Store, the Mac App Store, and iTunes Match. On the Apple TV, it prevented people from viewing purchased items.

The issue appears to have been solved in the early hours of Monday, US time. In fact the problem may have been restricted mainly to the US, since people with iTunes accounts in Singapore, Hong Kong, and New Zealand say they never encountered any difficulties.
