ABC is developing a series based on the 1998 Will Smith film “Enemy of the State.” Smith however is not attached to the project in any capacity.

Original producer Jerry Bruckheimer is back on board for the TV project and will serve as an executive producer. Budding scribe Morgan Foehl is writing the script for the television adaptation. Based on the movie, the show is set two decades after the original film. When an elusive NSA spy is charged with leaking classified intelligence, an idealistic female attorney must partner with a hawkish FBI agent to stop a global conspiracy that threatens to expose dark secrets and personal mysteries connecting all three of their lives.

ABC Studios and Jerry Bruckheimer Television are producing “Enemy of the State,” which landed a put pilot commitment. Along with Bruckheimer, exec producers are Jonathan Littman, KristieAnne Reed and Foehl. The project marks Foehl’s first major TV project. Last year, his first feature was Michael Mann’s “Blackhat,” starring Viola Davis and Chris Hemsworth. His upcoming projects include “The Asset,” which is in development at 20th Century Fox with Ridley Scott producing, and “Escape From Davao,” which he is adapting for producer Tripp Vinson.

“Enemy of the State” was a box office hit, bringing in over $250 million. Smith starred in the spy thriller with Gene Hackman, Jon Voight, Lisa Bonet and Regina King.
